With reference to previous correspondence end- -ing with your Confidential Despatch of the 23rd. of January on
the subject of the connection between the Canton-Kowloon and Canton-
-Hankow Railway, I have the honour to inform you that lir. F. Grove,
the Manager of the Chinese Section of the Canton-Kowloon Railway, who is at present my guest here, has expressed the opinion, in which
I myself concur, that the Provincial Authorities will never make
the connection except under direct pressure from His liajesty's Government. Mr. Grove states that upwards of 80 miles of the Canton- -Hankow Railway are now open to traffic and that construction is in
progress up to 110th. mile. From a business point of view he, like
this Government, desires to see the connection made at the earliest
possible moment.
The Provisional Government of China is under
obligations to His Majesty's Government and I would venture, with
respect, to suggest that as one of the conditions of the recogni- -tion of that Government or of whatever Government may ultimately
be established in China, the connection referred to might be insist-
-ed upon.
